On September 20, 2009 at 0309 hours, Engine 50 and Quint 51 was dispatched to the area
of 400 Radcliffe Street, Aqua, for a fire investigation.  It was reported from a New Jersey
resident that a large fire was observed on the river banks in Pennsylvania.  Engine 50 went
responding at 0311 hours.  Engine 50 had a crew of 5 that included FF Michael Badolato
(driver), FF Bradley Pond (officer), FF James Burnett, FF Robert Huffnagle and FF Robert
Bonhurst.

Engine 50 was instructed to investigate the area of the Mill Street Parking Lot.  At 0312
hours Assistant Chief Stephen Reeves arrived at the Bristol Wharf.  Chief Reeves found  a
vehicle floating North on the river’s surface approximately 100 feet from the shore line.
Several onlookers advised that there was an occupant still in the vehicle.  Chief Reeves
advised Bucks County Fire Radio of his findings and requested a marine rescue
assignment.  Engine 50 arrived shortly after notification at 0313 hours.

As the crew of Engine 50 was preparing for rescue, the vehicle began to sink.  The victim
was observed climbing from the front seats to the rear seats.  The victim was able to self-
extricate herself through an open rear window.   FF Huffnagle positioned himself on the
North pier and coached the victim to swim towards his voice.  It appeared that the victim was
responding to his commands.  As the victim reached within 50 feet of the North pier, FF
Pond threw a life safety rope to the victim.  The rope landed within feet of the victim but
began to float away from the victim due to the current.  At this point, the victim appeared to
have been weakening and struggling to stay on the surface.  Chief Reeves requested that a
firefighter enter the water for rescue.  Immediately, FF Burnett volunteered and entered the
water.  With the use of the life safety rope, FF Burnett swam to the victim and secured
himself to her.  FF Badolato, FF Bonhurst and two Bristol Borough Police Officer pulled the
victim and FF Burnett towards the shore line.  Chief Reeves, FF Huffnagle, FF Pond and two
paramedics from Bucks County Rescue Squad partially entered the water and removed the
victim and FF Burnett from the water.  The victim was handed off to the paramedics and
